Who Issues the Permit for a Home Elevator in Your City?
Find Your City's Building Office
One office issues the permit, and it isn’t always your city
A home elevator needs a building permit for the construction work, and that permit comes from whoever handles building permits where the house sits. In most places that is the city. In unincorporated areas it is the county, and in neighborhoods such as La Jolla or Rancho Bernardo it is the City of San Diego.
Pick your city or community below to see the office, its official permit page and its online portal. We handle the building permit and inspection coordination with your city’s building department on every installation, so you rarely need to contact the office yourself. This page is for homeowners who want to see who is involved.

What the building permit covers
The city or county permit covers the building work around the elevator: framing a shaft or opening a floor, any pit, the electrical circuit, and the inspections that go with them. The office reviews the plans, issues the permit and sends an inspector at the stages it requires. Each office sets its own process, so we confirm what yours needs before work starts.
The state elevator program is a separate system. It does not cover an elevator in a single-family home that is not open to the public. Our guide to home elevator permits in California explains the difference and what it means for you as the owner.
Cities, counties and neighborhoods
Some places on the list are not cities. Coto de Caza is unincorporated, so the County of Orange issues its permits. Fallbrook and Rancho Santa Fe are unincorporated too, so the County of San Diego handles them. La Jolla, Point Loma and Rancho Bernardo are neighborhoods of the City of San Diego, and Anaheim Hills is part of the City of Anaheim.
A homeowners association may also have its own approval for exterior work, separate from the permit. If an outdoor lift or a change to the outside of the house is part of the plan, check your HOA rules early. Our guide to outdoor lifts, condos and HOAs covers that step.
Frequently Asked Questions
Do I need a permit for a home elevator in California?
You need a building permit from your city or county for the construction work. An elevator in a single-family home that is not open to the public is outside the state elevator operating-permit program. See our California permits guide for the details.
Who applies for the permit?
On our installations, we handle the building permit and inspection coordination with your city’s building department. You sign what the office requires from the owner, and we take care of the rest.
How do I know if my address is in a city or the county?
Your property tax bill or the county assessor’s records show whether the parcel is in a city. If you are not sure, tell us the address and we will confirm which office handles it.
Does my HOA have to approve a home elevator?
Inside the house, usually not, but check your rules. Anything that changes the outside, such as an outdoor lift, often needs HOA approval in addition to the permit.
Why does the list not show phone numbers?
Office numbers and hours change often, so we link to each office’s official page, which always has the current contact details.
